Creates an open, top-two primary election system.
ProYES ON MEASURE 90- “This measure seeks to accomplish one thing, to give every Oregon voter the same ballot” said Ryan Deckert. Effectively, voting yes on this measure would make the primary a popular vote, not a party line vote. It would give all voters the same ballot with the same candidates, regardless of party affiliation.

ConNO ON MEASURE 90- The “Top Two Primary” measure proposes a radical overhaul of our election system, supported by out-of-state billionaires and large corporations. It would make elections more expensive, and hand county commissioners the power to change the Legislative majority when appointing to fill a vacancy. In other states, it has led to lower voter participation and reduced opportunities for minor parties. There is no evidence that this measure will solve any problem.
